TIAN Dewen:An Analysis of the Predicaments of EU Strategic Autonomy

After the 2016 Brexit referendum, the EU released a “Global Strategy Report” with “strategic autonomy” as its core concept. However, in the context of Trump’s unilateralism, the alienation of Germany and France from the US and the COVID-19 epidemic, the EU has  been trapped in the long-standing triple predicaments: the “defense outsourcing predicament” that the EU cannot break away from the NATO to achieve defense autonomy, the “consensus politics predicament” reflected by the conflicts within the EU, and the “self-positioning predicament” originated from the EU’s own attributes. This article believes that only by conforming to the general trend of world peace and development, can the EU make greater contributions to world peace and prosperity. On this basis, this article makes a reflection from the perspective of the theory of international alliances, emphasizing that only by getting rid of the limitations of the “Cold War thinking”, can the EU gradually get out of the predicaments of strategic autonomy.
